Safe Shelter was written to protect families who seek refuge in certified domestic violence shelters and prevent the system from treating that decision as a reason to disrupt an otherwise safe placement.

Fostering with Dignity would require Florida to provide children entering out-of-home care with real luggage — a suitcase, duffel bag, or backpack — instead.

Survivor Safety would create a rebuttable presumption of reasonable fear for survivors who defend themselves against documented abusers, require trauma-informed training in the justice system, and establish a process to review past cases where evidence of abuse may have been overlooked.

That work included the HAVEN Act, a first-of-its-kind domestic violence reform bill that passed the Florida Senate 35–0, passed the House 113–0, and was signed into law in 2026. It provided the groundwork for survivors to discreetly notify police without their abusers knowing, and protected victims of violence by ensuring equal access to preventative and reactive resources regardless of marital status. I've also worked on legislation involving foster children, survivor self-defense, safe shelter, children's representation, healthcare, and other places where I've seen people fall through the cracks.

I wrote the HAVEN Act because I know how dangerous it can be to ask for help when an abuser is standing right beside you. The law expands protections available to victims of dating violence and requires Florida to study a discreet, web-based emergency alert system for survivors who may not be able to safely make a traditional 911 call. It also opens up resources, including the Attorney General’s Address Confidentiality Program, for victims of dating violence and stalking.

Amy saw holes in Florida’s domestic violence laws because she had lived through them herself.

The HAVEN Act earned unanimous bipartisan support and was signed into Florida law in May 2026.

Healthcare

Amy will fight to expand access to healthcare, lower costs, strengthen maternal and mental health care, and make sure no Floridian is left without the care they need.
